It helps to see how some neighborhoods in Detroit fell in disrepair. The HUD scandals in the 1970s contributed.
So, we found this 1976 report by Mike Wallace of 60 Minutes, who found that HUD, the U.S. Housing and Urban Development, allowed speculators to profit off of defective homes that eventually ended up being abandoned. Bribery was involved.
In the interview with Wallace, then-Detroit City Council President Carl Levin complains about HUD scam and says the agency’s acronym stands for “Hell Upon Detroit.”
